The LNCS series reports state-of-the-art results in computer science research, development, and education, at a high level and in both printed and electronic form. This book constitutes the refereed proceedings of the Third International Conference on Electronic Government, EGOV 2004, held in Zaragoza, Spain in August/September 2004.
