作者简介
  Zhao Qizheng, upon graduation as an experimentalnuctearphysics student from the University of Scienceand Technology ofChina in 1963, worked as anengineer in scientific research anddesign for morethan 20 years. From 1984 to 1998, he held the postsofVice Mayor of Shanghai and Governor of Pudong NewArea.
  From 1998 to 2005, Mr. Zhao served asMinister of the StateCouncil Information Officeof China. He became a member of theChinesePeople's Potitical Consuttative Conference in 2005and hasbeen Chairman of its Foreign AffairsCommittee since 2008. Currentlyhe is also Deanof the School of Journalism and CommunicationofRenmin University.
  Mr. Zhao has been involved in communicatingwith foreign countriesfor many years. He wasthe first in China to put forward the conceptof"Presenting China to the Wortd" and the earliestadvocate and oneof the most active practitionersof China's pubtic diplomacy.

  In light ofthe "defiat" in language education and the reality that demandfor Chinese language learning was growing among foreign publics,China started to establish Confucius Institutes overseas from 2004Justlike the British Council,3 the Confucius Institute practices public diplo-macy by means oflanguage teaching.
  As a non profit education institution, the Confucius Institute sets asits purpose "to enhance the understanding ofthe people in the world onChineselanguage and culture, develop friendly relations between Chinaand foreign countries, promote diversified cultural development in theworld, and contribute to the building of'a harmonious world:'Its mainfunctions include: to carry out Chinese language teaching for people ofvarious social circles, train Chinese Ianguage teachers, provide servicesFor the HSK test and Chinese language teacher certification, provideinformation on education, culture, economy and soaety in China, andCarry out research on contemporary China.
  The Confucius Institute has grown fast. By the end of2009, therewvere 282 Confucius Institutes and 272 Confucius Classrooms (in sec-mdary schools) established in 88 countries and regions. These are runin various forms to cater to local conditions, teaching Chinese languageand promoting Chinese culture in elementary and .secondary schools,Colleges and universities, communities and enterprises.
